Roles and Responsibilities:

The Operations Officer is accountable to the Resident Representative in Kuwait and plays a vital role within the expanding Country Office (CO). The CO consists of resident staff assigned to Global Practices (GPs), as well as individuals working on RAS operations, resource management, IT, external affairs, and administration. The specific duties and responsibilities of the Operations Officer include:

  1. Facilitating RAS Business and Program Development:
  • Assisting the Country Director and Resident Representative in monitoring the implementation of the Country Strategy and preparing progress and completion reports.
  • Contributing to business development efforts in collaboration with Program Leaders, GP staff, and the Resident Representative.
  • Supporting the CMU operations team in preparing, negotiating, and finalizing new activities.
  1. Supporting Portfolio Implementation and Management:
  • Leading specific tasks for the CMU or participating as a member of task teams, based on professional specialization and interest.
  • Collaborating with the CO-based and CMU operational support team to ensure high-quality portfolio management and results on the ground.
  • Assisting in portfolio monitoring and oversight for specific technical areas in other GCC countries.
  • Providing advisory input in the design and implementation of all GP activities.
  • Acting as a liaison between GP staff and relevant counterparts on the client side, offering guidance, advice, and support on local developments to the country team.
  1. Monitoring Program Delivery and Providing Quality Assurance:
  • Establishing a monitoring system to track concept notes, aide memoires, completion summaries, and budget utilization for Kuwait and other GCC countries.
  • Conducting regular monitoring of activities with the Operations Team in the CO and HQ.
  • Leading the preparation and presentation of quarterly reports to the Ministry of Finance.
  1. Supporting Country Office Budget, Procurement, Security, and HR Functions:
  • Reviewing and providing support for CO budget processing in coordination with RM staff.
  • Participating in procurement committees and recruitment panels.
  • Coordinating, implementing, and updating the Country Office Security and Safety program and Business Continuity Plan.
  • Assisting in capacity development initiatives by coordinating the knowledge and learning agenda, organizing training activities, and mentoring junior staff.
  1. Supporting the Resident Representative in Country Office Management as Requested:
  • Assisting the Resident Representative in managing administrative, operational, and RM staff.
  • Participating in the review of office budgets and RAS billing and addressing daily troubleshooting.
  • Drafting and reviewing outgoing transmittals.
  • Supporting the preparation of various management briefs as requested.
  • Assisting the Resident Representative in managing relations with clients, civil society, and private sector entities.

Selection Criteria:

  • A Master’s degree or higher in a relevant field/discipline (economics, public policy, business administration, finance, engineering, or a similar field relevant to the Bank’s mission) and at least 5 years of operationally relevant experience.
  • Fluency in English and Arabic (both verbal and written) is essential.
  • Demonstrated ability to conceptualize, design, and implement major projects, and proficiency in all phases of the project cycle.
  • Ability to ensure the quality of portfolio performance management.
  • Ability to promote client/beneficiary participation and commitment to effective implementation and long-term sustainability of projects/programs.
  • Capacity to work effectively in a matrix management environment as both a team leader and team member.
  • Sensitivity in multicultural environments and the ability to build effective working relationships with clients and colleagues.
  • Ability to coach, mentor, and develop junior staff.
  • Excellent client orientation, interpersonal skills, and the ability to work cooperatively with multi-disciplinary country teams, staff at all levels, and managers.
  • Demonstrated ability to undertake diverse tasks within a rapidly changing and demanding environment, meeting short deadlines.
  • High level of integrity, discretion, sound business judgment, and diplomatic skills.
  • Strong verbal and written communication skills, including persuasive speaking and writing abilities, and the capacity to present ideas clearly and concisely.

  • Analytical and Technical Skills, Operational Strategy Development & Advice: Recognized for the ability to proactively identify and solve operational issues and problems, receiving acknowledgment from peers and managers.
