Responsibilities:
Under delegated authority, the Medical Officer, P-3, will have the following responsibilities:

Medical Evacuation and Emergency Coordination Duties:

• Plan, coordinate, and monitor reporting, transportation, technical, and logistical arrangements to ensure the safe, timely, and effective performance of life, limb, and sight-saving processes for UN peacekeepers, personnel, and authorized individuals.
• Establish contact and make necessary arrangements with referring hospitals for effective and clinically acceptable handover of patients.
• Coordinate all medical referrals and evacuations with UN and other regional clinics and hospitals.
• Liaise with different stakeholders and entities, such as the Joint Operations Centre (JOC), Aviation, Movement Control (MovCon), aeromedical evacuation teams (AMET), Security, and other sections, to ensure casualty and medical evacuations, referrals, and repatriations are carried out in compliance with UN policies, procedures, and standards.
• Ensure that casualty evacuations comply with the recommended timelines, such as the 10-1-2 rule or any other applicable guidelines.
• Arrange and coordinate with specialists and treating physicians for timely consultation and further management of patients, aiming to limit long waiting hours, absences from duty, and unnecessary prolonged stays outside the duty station.
• Make regular visits to in-patients in referral medical facilities and participate in clinical reviews of patients within and outside the Mission area.
• Undertake day-to-day occupational health duties, including pre-placement and periodic medical examinations, preparing UN staff for travel, providing immunizations, malaria prophylaxis, travel kits, etc.
• Perform day-to-day clinical duties, such as managing walk-in clinics and emergencies.
• Refer staff to outside specialists and ensure necessary follow-up, as required.

Medico Administrative Duties:

• Liaise with UN-Military Medical Units in the mission and host-nation medical facilities.
• Follow established UN policies and procedures regarding medical clearances, sick leave, and medical evacuations/repatriations.
• Participate in drafting and implementing business continuity and crisis preparedness plans for the duty station/mission.
• Establish structured reporting, data collection, processing, and analysis in an appropriate database to enable monitoring and evaluation of medical referrals, evacuations, and repatriations in support of Mission Medical Intelligence.
• Support and participate in budget and invoice processing and other administrative functions related to medical evacuations or clinical activities.
• Manage day-to-day mission medical support operations by ensuring the availability of medical supplies and the proper functioning of medical equipment.
• Serve as a deputy for a more senior Medical Officer during his/her absence.

• Have formal training in CPR and preferably in BCLS and ACLS or equivalent emergency medical care and medical evacuation and logistics.

Education:

• Possess a first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB, or equivalent).
• Hold current unrestricted registration with the medical licensing authority of one of the Member States of the United Nations.

Job-Specific Qualification:

• Training in Advanced Cardiac and Trauma Life Support or disaster management is desirable.
• Training in flight medicine or medical evacuation is desirable.

Work Experience:

• Have a minimum of five years of progressively responsible experience in the medical field as a medical doctor, with knowledge of medevac coordination.
• Prior experience in coordinating or overseeing medical evacuations is desirable.
• Experience working in the UN, military, or an international organization, especially in conflict areas and adverse living conditions, is desirable.
• Possess two or more years of experience in data analytics or a related area is desirable.

Languages:

• English and French are the working languages of the United Nations Secretariat.
• Fluency in both English and French (oral and written) is required.
