Duties and Responsibilities:

Reporting to the Programme Support Unit Coordinator, the Programme Associate plays a vital role in ensuring the effective implementation of the CO programme at the United Nations Development Programme (UNDP). The responsibilities include data entry and management, supporting programme implementation in adherence to UNDP rules and regulations.

The Programme Associate collaborates closely with the Operations, Programme, and projects’ staff in the Istanbul Regional Hub (IRH), UNDP Headquarters, and UN Agencies. This collaboration aims to exchange information and address complex finance-related issues.

UNDP adopts a portfolio approach to adapt to evolving business needs and leverage synergies across interventions to achieve its strategic objectives. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams, fostering horizontal collaboration and enhancing effectiveness.

  1. Support the formulation of programme strategies and implementation of the Regional Programme (RP) and projects:
  • Provide background information for RP preparation, project documentation, work plans, budgets, and implementation arrangements, including establishing Baselines, Milestones, and Targets (BMT).
  • Offer information and evidence to guide future programming and identify optimal implementation arrangements.
  1. Support assigned teams and projects in quality assurance processes:
  • Advise teams and projects on timely planning and reporting exercises, ensuring the maintenance of corporate and internal planning and reporting systems for effective project monitoring.
  • Support corporate and regional processes, consolidate various inputs, and ensure the quality submission of relevant documents.
  • Monitor the maintenance of project data in various platforms, ensuring compliance with the International Aid Transparency Initiative (IATI).
  • Support the maintenance and monitoring of the Quantum project management module and related tools.
  • Assist in monitoring and evaluation activities as required.
  • Support the implementation of audit/evaluation recommendations as needed.
  1. Provide programme support services to the assigned regional teams and contribute to the implementation of the programme portfolio:
  • Assist in procurement and contracting processes, compile contract documentation, and prepare documents for the HR/Procurement units.
  • Create projects in the Enterprise Resource Planning (ERP) system, prepare budget revisions, revise project status, determine unutilized funds, and ensure the operational and financial closure of projects.
  • Provide day-to-day guidance to implementing partners on project implementation and track the use of financial resources.
  • Contribute to managing digital technology solutions in programme implementation, adhering to UNDP’s digital standards for scalability and sustainability.
  • Contribute to effective data management throughout the program implementation lifecycle.
  • Follow up on program and project performance indicators, success criteria, targets, and milestones, preparing reports, and implementing corporate results-based management mechanisms and tools.
  • Identify program-related bottlenecks and propose solutions.
  • Prepare for external and internal program/project audits and support the implementation of audit recommendations.
  • Provide administrative support to the Programme unit by maintaining the internal expenditure system and conducting quality assurance reviews of technical reports and payments, including following up with other units and taking timely corrective actions.
  1. Facilitate knowledge building and knowledge sharing in assigned program areas:
  • Organize and deliver program-related training for relevant program and operations personnel.
  • Compile lessons learned and best practices.
  • Contribute to knowledge networks, communities of practice, and digital knowledge platforms.
  1. Support the implementation of partnership and resource mobilization strategies in assigned program areas:
  • Analyze information on donors and prepare donor profiles.
  • Track and report on mobilized resources.
  • Review contribution agreements and manage contributions in the ERP system.

The incumbent may also perform other duties within their functional profile as necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience:

Education:

  • Secondary education is required.
  • A university degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field is advantageous but not mandatory.

Experience:

  • A minimum of 6 years of relevant progressively responsible administrative/management or program experience is required with a high school diploma, or 3 years of experience with a bachelor’s degree, at the national and/or international level.
  • Ability to review and edit documents and produce meeting reports identifying key actions.
  • Knowledge of UN regulations, rules, and procedures is an asset.
  • Experience and knowledge of Quantum is a strong asset.
  • Experience working in global virtual teams is a strong asset.
  • Experience with office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
  • Previous experience with international organizations is an asset.

Language:

  • Fluency in the UN language of the duty station is required.
  • Fluency in the national language of the duty station is required for local staff.
